I've discovered that there are (at least) two Urdu keyboard layouts that are (or have been?) in common use

Can anyone tell me which of these two keyboards would be most familiar to mobile phone users in Pakistan? That is, if I were designing a keyboard for a touchscreen phone, which of these keyboard layouts would I use?

Hi
Phonetic Keyboard is mostly used by users. But professionals (e.g Typists) prefer Microsoft's keyboard which is also approved from government of Pakistan's Language Authority.
