I think that makes sense as well, and it's a bit what I was trying to say. A controlled format would be one with smooth (and/or fast) transitions from one talk or music set to another. Want to make sure the listener won't change the channel between songs.

I'm basing this on context...
I would take this to mean that the station is attempting to produce a really fast-paced air schedule. There isn't much on-air 'dead' time or simple filler material. That their goal is to create a non-stop continuous stream of edgy/funky music and entertaining talk sets. They're planning to run a tight schedule, back to back music, news and the like.
