Consequently, it is foreseeable that the freedom to do business will be the first thing that will be ???

I know the basic idea is to "give room to" or "to make an opportunity for" but I can't get the phrasing right ...

using a bit of lateral thinking to convey the intended sense.


My guess is that it is the regime/politics that are currently curtailing the freedom to do business, but you will know if this is what's being implied.
