I don't think they are talking about using physical force here (i.e. "violence"). This is talking about a legal issue having to do with a dowry in Roman times. I considered rape or violation of the agreement, but I just can't be sure. The paper is very arcane and hard to understand.

I believe - based of what little I remember from my studies of Latin 30 years ago - that the Spanish translation is incorrect.
praeses provinciae interpellatus vim prohibebit”,
does not mean:
el praeses provinciae impedirá la **violencia**
it means (+/-):
praeses provinciae impedirá la demande en justicia
i.e., the provincial ruler will over-throw/prohibit/rule out the legal suit
