I'm working on a loan request for a pastor which ends with the following plea:
la ayuda que se le brindaría al señor vendría a apoyar una labor social, que a largo plazo podría significar mayor captacion de personas interesadas en la palabra de nuestro Señor Jesucristo y menos delicuentes y personas sin juicio ni beneficio.
Any help with the last phrase would be appreciated.

ni juicio ni beneficio has a poetic ring to it thus its difficulty in translation. The best I could do was try to give it a certain ring. Maybe you can use it as a starting point and play around with it till it has a certain ring. However, at the moment, I can´t think of an exact equivalent in English.

Me parece que "sin juicio ni beneficio" es una expresión idiomática que se dice de personas que, sin ser necesariamente delincuentes, son especie de vagos que tienden a tener comportamiento ocasionalmente antisocial (vandalismo, hurto, etc.).
Yo intentería algo como "undesirable and unwholesome" pero cualquier otra expresión que trasmita este significado me parece apropiada.

If the loan request is related to a socio-economic activity - with socio-economic benefits/aims as well as religious ones - then I would use this kind of terminology which is standard in English funding applications for social activities.
It is more lengthy than the Spanish equivalent but it (I think) expresses the same idea while striking the right register. A couple of examples given in links below:

"...criminals or those without rhyme or reason."
You'll notice I've used "those" for "personas", rather than "people"; I believe this works better in the English.
