According to my technical dictionary by Rafael Garcia Díaz (Limusa:2008) screw in this case could really mean bolt. In terms of car motors the pivot bolt is what fastens the arm to the rest of the motor and allows movement of the torque arm. I'm not 100% sure in your context, but if you look up "pivot bolt torque arm" in google books this may help clarify.
