As Ann says, the use of the corporate signature has great responsibility and in this case its use rest with the Chairman/or President as the case may be, and may imply a financial limit ... but without more context, hard to say ..

A President of a company is given "signing authority" by said company.
The phrase could be translated, "Signing authority will be at the charge/discretion of the President."
Or you can re-order the phrase and say, "The President will have signing authority," -- this is how I've usually heard the wording.
