Chip is certainly one of the meanings of "ficha," but so are "record" and "card." I think "record" might work here, because chip seems out of place in this usage.

From the context this is from something like a Human Resources Consultant Simulation Exercise. I found this article from the Public Service Commission of Canada that gives a brief overview of how this kind of a simulation is run.

In paragraph three under "How the Simulation Works" it says that on the day of the assessment (aka -- simulation) the individual receives the exercise items (the information he will need to be able to carry out the simulation) which will be comprised of information in the form of memoranda, letters, or reports. Which is a situation identical to the one described in the context you have provided.

Basically, in this context and under these circumstances a "ficha" is being used generally to mean any kind of paper on which pertinent information is recorded.
