Artículo 85º. El modelo y las especificaciones del Certificado de Registro de Vehículo y Certificado de Circulación serán establecidos por el Ministerio de Transporte y Comunicaciones por medio de Resolución que dicte al efecto.


Maybe it is a certificate that allowed the vehicle to be trnasported for import/export of movement outside the country, as the terminology seems to be specific to the EU (see my previous links)

The terminology is different throughout the text The reason why I'm asking is at the top of the certificate it says this:
Certificado de Registro de Vehículo

and at the bottom it changes terminology and says this:
Certificado de Registro de Vehiculo
AND
Certificado de Circulación
SO
I don't think it can be the same term. Under Certificado de Circulación, it mentions the holder's name, his car model and make info and his car's license plate.

And also, please, don't be taken in with that if is to do with an automobile it should be "traffic" -in this context 'traffic' usually is used for accidents, learning of traffic signs, etc; not with the paperwork one has to have in the car if you're stopped by a police control... As I say it depends on the country your translation is for. For instance in Spain, the document you're referring to is called "Permiso de Circulación" for cars, or "Licencia de Circulación" for mopeds... it means they are vehicles that have passed the tests to be able to circulate in public streets, roads. And the translation of this 'Certificate' in English will probably vary in English... as I said it is 'Registration Certificate' in the case of a car for a car in the U.K. Hope this clears the "Circulación" doubt you ask about.

More context would be needed. In U.K I know it as Car Registration Certificate, but I don't know if this is what you're asking or for what country the translation is, which could make a diference too.

Shouldn't it be "Traffic"? My gut feeling says that because it's an automobile certificate, it should be "traffic". See this link:

You have mentioned already that you are dealing with a "Venezuelan vehicle registration certificate" . I don't understand where the difficulty lies. "Circulation" in this context clearly means use of public roads.
