is an act of justice rather than charity
I would switch the phrasing around as I don't think English has a term that renders 'encaminar' well in this case.
All of the foundation's work is an act of justice rather than charity
All of the foundation's work is an act of justice rather than charity

directs all of its work not as charity
Slightly tricky but I think "directs" catches both the sense of intention - the Foundation intends its work to be an act of justice and not charity - and also actually ensuring that its work is in practice and act of justice - directing in the sense of managing.
