The phrase appears at the end of the initial passage of a Dominican marriage certificate. It goes something like this: CERTIFICAMOS: Que en la Oficialía del Estado Civil de la 6TA CIRCUNSCRIPCIÓN de SANTO DOMINGO, DISTRICTO NACIONAL, registrado el día xxx, se encuentra inscrito en el Libro No. xxx de registros de MATRIMONIO CIVIL, Folio No. xxx, Acta No. xxx, año xxx, el MATRIMONIO celebrado el día xxx en LOCAL DE LA OFICINA. It just means that the wedding was held in the office, for instance the Office of the Civil Register, if you choose that translation.
