I don.t think it is necessary to specify person/worker. *An operator and his relief* is sufficient and more likely consistent with the language those it applies to use themselves. An operator would probably say *I.m waiting for my relief.* NOT *I.m waiting for my relief worker/person.*
Replacement, IMO, has more of a sense of permanence to it, like one worker quitting a job and being replaced by another, rather than just changing shifts.
Another option, depending on context of course, would be to forgo *relief* altogether and just say that *two operators work alternating 12-hour shifts.*
