Tijuana bender

A herd of cattle running away from a paddock:

If the situation weren't so serious, it would have been comical. They looked like a group of thick-middled matrons on a Tijuana bender.

I see the expression used in Google, but can't find an explanation and the contexts are not very obvious. So what is it about?

Tijuana is a popular weekend drinking destination for southern Californians, especially sailors and college students. They get into all kinds of trouble there. Tequila can make you act crazy.
