Following on from the discussion above, that the material is likely to be some kind of plastic in this case and not metal, the link I gave originally for welding rod talks about a plastic welding rod, and this link below specifically shows polyurethane welding rods, so, as far as I understand it, the process is still welding even if it's not metal (but I'm not an expert!).

But if so, then no welding terminology applies: A "rod" it is, certainly, but it is neither metal nor electrode, nor even filler rod if filler is understood as metal filler as it is usually in welding processes.
Perhaps "coating repair filler rod" would apply?
Since they mention it, we could consider polyurethane, which is one of the most adaptable polymers, and can be thermoset or thermoplastic, or even in elastic or foam forms. Since it can be in thermoplastic form it can be rigid or flexible, and could therefore be available for repair in rigid form, prepared for the application of heat.
Any repair process is going to have to try to prevent damage to the adjacent steel, and heat is going to be a major factor....
