Operating rules for a marina
This is the title of the operating rules for a marina:

these are the operating rules and I am wondering what to put for "policía". The rules cover who is liable for what while the yachts are at the marina. Many thanks for ideas.

Or something like that. Rules and regs doesn't quite cover it all in my experience. A marina is a concession from the pertinent authority. This means the club or marina is an concessionaire and manages the concessión but owns nothing. Part of the deal with the government includes establishing the terms and conditions of preferential use of the berths and facilities (I should know, I'm "buying" mine for the second time), rental to boats on passage, or longer stays, conditions with service providers, such as restaurants, sailing schools, mechanics and divers, payment conditions and so on.
Another part covers the regulations governing behaviour of club members and others users: 3-knot limit in harbour, no dunping, no pumping out bilges, no discos on the foredeck, no barbeques on the pontoons...
So I'd suggest going for something that includes Terms and Regs.

Comment: "feedback from client: correct title is in the opposite order, as Charles remarked (reglamento de explotación y policía del puerto). There are lots of regulations with this name, though the terms are normally the other way round: "Reglamento de Explotación y Policía del Puerto". And frankly, "policía" doesn't really mean anything much in practice:

I think it's probably a hangover from quite an old term. However, I don't see why we shouldn't translate it; it seems a pity not to, and to omit it is to deprive the expression of some of its flavour.
The meaning of "policía" here is: "Buen orden que se observa y guarda en las ciudades y repúblicas, cumpliéndose las leyes u ordenanzas establecidas para su mejor gobierno" (DRAE). And I think "good order" would do fine. "Regulations for the Good Order and Use of the Marina" is accurate and sounds OK to me.
Actually, "police" in English once had a similar meaning. Dr Johnson, in the mid-eighteenth century, defines it as "The regulation and government of a city or country, so far as regards the inhabitants". So it's closely related to "politics". I think "governance" would actually be a legitimate alternative here.

For once, I disagree with Charles. It's unnecessary in English, and adds nothing to the sentence. I would just say marina regulations.
