In a text on Mexican water commission, CONAGUA:

"En los programas y proyectos de inversion (con fecha de corte de la informacion: viernes 31 de mayo de 2013) CONAGAUA desarrolla diversos proyectos de infraestructura...."

I have translated this as "with the information cut-off date" but if it refers to the information no longer being valid/applicable after a certain date perhaps it means something more like "expiration date."
I am unsure whether "cut-off" sounds like services being cut...

cut-off date Me parece correcto. Los programas y proyectos cuya información se registro después del 31 de Mayo de 2013 se tendrán que re-programar para el año siguiente, y CONAGUA solo desarrollara proyectos de infraestructura para los registrados antes de la fecha de corte
