Mexico. Yes, I know there are several glossary entries for "sellos", most of them are "seals", but I don't think that can be the correct translation in this context.

I found it a UK Customs web page. Under commodity code 1905 they have "empty cachets of a kind suitable for pharmaceutical use":

New Zealand's Customs also use the same term: http://nzlii.org/nz/legis/hist_act/ta19881988n155102.pdf, p. 116 (1474).
On the other hand, Japan's Customs use "seals for medicines": http://www.mofa.go.jp/region/latin/mexico/agreement/annex1.p... 2263 (398). Incidentally, this document seems to relate to some trade arrangement with Mexico.
For reference, from DRAE:
- Sello: 14 poco usado, Conjunto de dos obleas redondas entre las cuales se encierra una dosis de medicamento, para poderlo tragar sin percibir su sabor.

: I'd never seen the word used this way before. Webster's says: "a medicinal preparation for swallowing consisting of a case usually of rice-flour paste enclosing a medicine," and another dictionary specified "unpleasant-tasting medicine".
