I just wanted to check whether ubicacion here refers to positioning (i.e. that there's enough space to include/position these elements), and if anyone has a good way of phrasing this?

I think we need a verb here, not a noun or a gerund as in the previous two answers. "Adequate access and space to carry out the work and install the tool container and mobile office."

I think 'location' would be more appropriate here.

I would say:
adequate/sufficient space for ......placing the tool.......
adequate/sufficient space for ......placing the tool.......

Here it actually means for keeping or siting. But, since the second object is a mobile office, we can not use keeping or siting. Hence, for accommodating would probably be more appropriate.
