The sentence doesn't make grammatical sense (La devolución se tomarán), but a bit more context might help, and it may need rephrasing.
If MPGS's interpretation is correct, it appears to means they'll charge you for the replacement of 20% of the pallets even if they're all in good condition, which seems unlikely.
