Nuevamente, volví a encontrarla en el curso de Relaciones Colectivas de Trabajo y grata fue mi sorpresa al hallar que había desarrollado un vasto conocimiento en la materia lo que le permitía ser muy minuciosa en sus observaciones y comentarios; así como, tener un desenvolvimiento bajo el cual proyectaba seguridad sobre ideas y propuestas claras.

The English will be a good deal more readable and coherent if a new sentence is begun that translates the segment indicated.
2.
I do not think that using “develop” or “development” here will produce a translation that reads naturally, and I think that “reached the point” faithfully translates the meaning of “desenvolvimiento bajo el cual” in English that doesn’t read like a ham-fisted translation.
3.
I think that the literal “projected” works here for “proyectaba.”
4.
I do not think that “adverbializing” “claras” in the English betrays the intended meaning of the Spanish. In sum, “clearly communicating ideas and proposals” works a good deal better than “communicating clear ideas and proposals.” And there is no distortion of the intended meaning.

Finally, I read “claras” as modifying both “ideas” and “propuestas.”
