Literally "not be overburdened/overwhelmed", but I would change it to a positive here.

This phrase suggests having too high a case load in relation to the capacity of the courts to process them.
Example sentence:

The hospitals in the province have been overburdened with Covid-19 cases.

Government offices have been overburdened recently due to high case volume and low staffing.

"swamped" covers a couple of aspects..."overburdened" of course means the workload is excessive but it's still doable whereas "swamped" has the implication of "undoable"
