Es importante señalar que otrora en el proceso penal se daba importancia solo a la pretensión punitiva, sin importar la víctima. Con el desarrollo de los estudios de la victimología se superó el ostracismo al que se había condenado a la víctima, entendiendo que ella merece especial atención y participación en el proceso penal, y lo que es más, el derecho a recibir la reparación integral. Por tanto, el artículo 78 de la CRE y del COIP se inscriben en este pensamiento que patentiza la preocupación por la víctima y sus derechos.

to match/to be in line with (this idea/notion)
There are many ways to express this in English. I suggest the verbs “to match/to be in line with” as possible translations.
By the way, your text incurs in a serious grammar mistake. The subject is singular (el artículo 78), hence the verb should also be in singular (= se inscribe, not se incriben). Just for the record…
My reading of the source text:
Hence, article 78 of the CRE and the COIP [subject is singular, article 78] matches this notion/is in line with this notion, which brings to light the worry about the victim and their (= his/her) rights.

: Mi apoyo, pero eso de la.concordancia... parece tratarse de dos artículos 78, de la constitución y del código penal, de modo que el verbo iría correctamente en plural// sin duda es una coincidencia que resulta de lo más peregrina, habría q corroborarlo

Gracias por tu comentario. No puedo descartar que se trate de dos artículos 78 en ambos textos legales, aunque vaya coincidencia. En tal caso, verbo en plural y a continuar la traducción :-)

: If going down this route, 'tally' maybe, but 'match' doesn't cut the mustard for me here;

: right idea but "match" and "be in line with" don't really work

I seldom disagree with you, Allegro. But this is one case where I do. Whereas "match" is more debatable, "to be in line with" seems perfect to me. I am afraid you don´t understand what the source really means.

subscribe to this body of thought
It is important to point out that in criminal proceedings of yesteryear, importance was given only to the punitive claim, regardless of the victim. With the development of victimology studies, the ostracism twhich the victim had been subjected to was overcome, with the growing understanding that the victim deserves special attention and participation in the criminal process, and moreover, the right to receive full reparation. Therefore, Article 78 of the CRE and the COIP subscribes to this body of thought which shows concern for the victim and his or her rights.
Literally 'inscribe', but here 'SUBscribe' fits the bill better.

: "subscribe to" is a tad too literal here // they do, but legislation, being a dumb beast, does not

Well, people do subscribe to abstract things like world views and particular ideologies and belief systems in my opinion.

Saludos, jmf :)
El artículo 78 CRE reconoce derechos específicos a las víctimas de las infracciones, entre otros, el derecho a la reparación integral. A su vez, el artículo 78 COIP señala las diferentes formas de reparación integral, esto es: la restitución, la rehabilitación (...)
Debe haber versiones en línea o si no alguna cita
Sería más ortodoxo decir "y el del COIP" desde luego.
Me recuerda a frases como "el 30% de los encuestados responde(n)" que valen tanto en singular como en plural
