I've put "financial" for its relation to "la tesorería", as explained in the job description of this man on LinkedIn: "Responsable de la relación comercial desde la tesorería con los clientes de la red". It's also not otherwise explained by the term itself.

Network manager definition and context: "Increasingly, network management will be the internal function assigned with coordinating all of the different activities between the various business streams (e.g. legal, financial and regulatory compliance, risk, credit, operations, IT/Cyber) across banks who are utilising external and internal agents."

This was the most useful explanation for translating a term with so little context, and it seems the most likely. I suspect there could be variance by country, according to whether it is in the U.S. (where I'm from) or the U.K. But I'm not sure.

We need to be careful of the Latin American spin on 'Mesa' - such as mesa de (los) partes in a Peruvian court as a Registry Office (filing desk: West).

Mesa: 'officers presiding over a meeting', West. So a Management Committee or 'Chair', cognate with Bureau in FRE.
