Jobless people who are available for work but who are not actively seeking it because they think they have poor prospects of finding a job. Discouraged workers are not counted as part of the labor force or as being unemployed.
Example sentences:

Een ontmoedigde werkloze is een werkwillend persoon die door specifieke economische omstandigheden ervan uitgaat dat er geen betrekking voor hem/haar beschikbaar is.
