But I agree that we need context. Was it literally sealed to keep people out, perhaps because of a judgment for non-payment of rent or something? The term is the title of the instrument. I have no other context, I don’t know why the building was sealed. This document just reversed the decision, but without giving sentencing remarks...
A court ordered the building to be sealed off and perhaps the court has now ordered that it the seals can be removed. Maybe the initial judgment set out the conditions in which the seals could be removed. In any event, the "procès-verbal" is an official record of the seals having been removed. (There is no indication in the information given that this is the reversal of the court's decision, which would mean that the court had gone back on its decision, an unusual event. There may be provisions in the judgment itself, or administrative rules that determine when the seals can be removed. If you were to say that a judgment is reversed and that is not indicated elsewhere, you would be introducing a significant piece of new information in the translation. ;-)
