About 50,000 peasants were employed for years in filling up the marshes while the city was building, and in the eighteenth and nineteenth centuries inundations by the X were frequent and times disastrous, until the Empress X built the splendid granite quay along the left bank of the river. The greater part of the city is built on the islands in the X, but the Admiralty Quarter, containing most of the public buildings, is on the mainland.

The building was re-built in the nineteenth century to support the Tsar's maritime ambitions. The original design was a fortified shipyard which was later surrounded by five bastions and further protected by a moat.
