I'm not sure of the middle letter in the question because something is written over it. This is from the last line of a prescription, stating the doctor's credentials. The line reads, מ.ר. 25223 מ?מ 14651

agree moshiachnow : Yep. In Israel they have a second license number for a physician considered a specialist. And he gets to call himself "Professor" instead of Doctor..When a person says he is going to see a Professor, it means a specialist.
