"claiming flextime hours" during core hours... (i.e. not showing up during core hours because you are going to perform the work later during flextime)...

Time off in lieu should not really be related to flexitime (see reference), but this company seems to be happy using it.
I would translate the sentence as follows, as the rule is describing how flexitime can be taken in the standard core hours, providing you apply for it in good time. It is not really compensation (like overtime payments) but the adjustment of flexitime hours.
Example sentence:

It is a requirement that employees are at work during core hours and that time away for flexitime during core hours is to be applied for at least three days in advance.

compensatory time off from flexi-time

avspasering can take a number of forms, but I find compensatory time covers most of the categories.

avspasering is often termed
"Time off with pay in lieu of overtime pay (irregular or occasional overtime work)"
but it not always...
