I imagine that the dry sand is scattered at a rate of 1.5 kg/m2 to ensure adhesion to the wet primer. I can't find any information about "påsande" online.

When you refer to spreading sand on icy roads, for example, you generally just say "sand the road". In this instance, I think I would phase the sentence something like: "finish with dry sand at a rate of 1.5 kg/m2". This is a typical example where you cannot translate literally.
