Cut down? Sean is on the right lines, and a diagram would clarify. Could it be a (cut-down) I-beam section?

This is primarily guesswork on my part, though I do agree with Michael that it refers to an I-beam, I think it is more specific than that.
Using a rather literal translation of skjærstubbe, the text seems to suggest there is an additional stub being welded to the footplate to provide additional shear resistance to columns which are cross-braced. The stub being a short section of vertical I-beam.
I am however struggling to envisage this construction detail in my head. Would it be out of the question to request a drawing detail from your client?

This looks like some sort of projection from the "vindkryss" and the reference lists HE120A as one type of I-beam.
A long shot, I admit.
