Krav: - Ingen bruk av kran uten sikker anhukingskurs.

My sense is that "anhukingskurs" refers to a range or area where safe "anhuking" may take place and as such sikker qualifies both. (not kurs in the sense of "course" as suggested by others here)

What is the original Norwegian context. Does the word you have translated as "secured" qualify "anhuking" or "kurs"?

Material about crane operation on the Web has a lot of information on "hooking".

I have never seen the word \"kurs\" used in the sense you suggest.

There is a considerable amount of material on the Web about safety training courses for crane operation. \"Hooking\" is frequently mentioned. See for example:

I suggest that \"Ingen bruk av kran uten sikker anhukingskurs\" means something like: \"All crane operators are required to document that they have completed a course in hooking safety\".

Training in ground assistance

anhuking is a "ground assistant to the crane operator" and kurs is the education or training to use or be one.
