university education/upper secondary school

Høyskole covers third level (tertiary) education, which in the UK includes both older Polytechnical schools, and university level education at the newer universities developed from the said Polytechnicals.

"university education" will probably suit here, since there is now a new "Basic degree" in the UK which requires only 2 years study, and can be supplemented later to reach a 3 year Bachelor degree. This is in line with the 2 year courses which are/were also available in Norwegian Høgskoler.

Videregående covers the upper end of the secondary school system in UK, sometimes called upper/senior secondary, or grammar school.

høyskoleutdannelse = college education
videregående skole = high school education

so, after high school/secondary school graduation, they want the applicants to have at least 2 years of college education as well.

higher education/ secondary school

A sales manager would not be expected to have a university education. The term is higher education, which includes university, college, community college, vocational college, business schools and institutes of technology, etc. This covers both the US and the UK.
