I can find some references to a transition from El-nummer to EAN nummer, but cannot find exactly what the El nummer is called in English.

This is the last line of a user manual that I thought even I could translate :-)

It might be as simple as 'El number' but I don't feel confident!

Many thanks to both of you for useful references! My deadline is in 15 minutes, and I have sent the text to the client, who will proof it an extra time. Amazing how you can be caught by a sting in the tail in an easy text... I decided, as space was probably limited, to use El number. Anyone using the manual would probably have to contact the manufacturer anyway, and then they would be able to use the reference.

It looks like each country had their own coding system before EAN, so "El number" sounds like a direct translation of the Nor. code. An alternative here could be to use "(electrical) article/product number". Might be more explicit for non-Norwegians?
