More context? If this was a non-energy product, I would wonder if this was an internal qualification/quality assurance routine. However, given that you are working on an energy related product and the integration of the Norwegian electricity market, is this some sort of registration process for a product either with some sort of government authority or some sort of industry governing authority? If you are going to sell a product over a competitor's network, the competitor might need to know what product you are transferring?
