Good at assigning responsibility where appropriate. I read this as good at delegating responsibility where such delegation is appropriate. I don't like 'where it belongs', as this could be construed as good at assigning responsibility to the right people for the job. On the other hand, this could be exactly what the writer meant to say. Incidentally, høyrer is New Norwegian, and hjemme is Book Norwegian - it should be 'høyrer heime' (NN) or 'hører hjemme' (BN).
