this word is (only) used in fiscal budgets. allocations and funding are based on dedicating money etc. to individual "chapters" in the budget.
I am uncertain whether "chapter items" is correct, or "chapter posts"? I find both in online searches...

chapter or no chapter Sounds good to me.
That the norwegian budget is divided into "chapters" is not really relevant I think.

Well, if I didn't get this job I guess I can still help in the effort. ;-)

I think the "chapter item" and "chapter post" examples found online are among the worst literal translations I've seen. It's "budget item" – see the links for examples.
