Sjargong Hvis man har drevet skatteplanlegging, så har man ikke bare planlagt noe, man har gjennomført noe. Skatteplanlegging er et uttrykk som betyr å spare skatt ved å planlegge hvordan man skal unndra seg skatt, dvs. bevisste grep for å utnytte systemet. Man har altså ikke fått lavere skatt fordi myndighetene har lagt til rette for det (ønsket det), og det har heller ikke skjedd ved en tilfeldighet. Det er med andre ord det samme som skattetilpasning.

Eksempel:
"Det er forskjell på skattejuks / skattesnyteri og skattetilpasning / skatteplanlegging. Det første er ulovlig og straffbart, og kan sammenlignes med tyveri.
Det andre er å tilpasse atferd til regelverk. For eksempel ved å velge den selskapsformen eller selskapskonstruksjoner som gir laveste skattekostnad. "

planning to do something is not the same as doing. I do not think a state can carry out any actions based on a company "planning" to find loopholes.
A company would first need to implement these loopholes, pay taxes, before the state can act.
therefore, planning in this context is of no consequence.
only the actual adjustments or accomodations, or whatever, would be of interest. Whatcha think?

Tax planning is a typical jargon for this Example:
"These tax avoidance methods are especially unfair to Massachusetts-based smaller businesses, which do not have access to sophisticated tax planning techniques or the opportunity to use them."
Under the headline: "More States Close Tax Loophole that Gives Chains an Edge".

Dette er et helt typisk eksempel på å tette hull som gir mulighet for skattetilpasning.

tax accomodations? I find "planning" to be out of context as well.
The Government is fighting tax loopholes for companies...

I agree with Bjørnar. This is more likely to do with making tax adjustments in order to evade taxation. There may be a "snappier" answer than my proposal but it gets the meaning across, at least.

agree Diarmuid Kennan : the usuage of these terms evolve. Currently (2016), in light of the Panama Papers, there is a lot of discussion about tax avoidance (illegal) contra tax planning (legal).
