This is "grov drivis". See reference.
"Drivis" is "drift ice", so my term is a guess.

Drift ice is a less used synonym for pack ice, and here I think 'grov' should be translated as thick or heavy, which would subsume the preceding 'tunge'.
It would also be more elegant to avoid drift and drifting ('drivande') in the one sentence.

Several English words related to ice and snow come directly from Norwegian e.g. iceberg, so I wonder if the English 'pack ice' may have come from "isbaks"?
Example sentence:

The heavy pack ice was drifting westwards around Sørkapp.
