Spanish term
líneas de servicios de aterrizaje
Spanish to English
Bus/Financial
Business/Commerce (general)
business start-up support
I've not come across this before and a literal translation doesn't seem right.
Many thanks for any help.

a range of destination services
"Landing services" is actually used in a document trying to attract business investment to Barcelona.
http://www.livinglabs-global.com/documents/events/2010_Servi...
But it's just a hopeful invention coined by some translator.
What this means is services to help people coming to Barcelona from elsewhere and setting up businesses to settle in and find their feet: to "aterrizar". Makes sense. See this usage from Mexico:
"Parque Tecnológico CEDETEC: fomentando el desarrollo de la Comunidad [...]
Servicios de Aterrizaje de Empresas: Servicio destinado a apoyar a empresas extranjeras que deseando instalarse en México, reciben el soporte necesario. Apoyo en temas culturales, legales, fiscales, de marketing, entre otros."
http://www.cem.itesm.mx/cms/egic/index.php?option=com_conten...
A reasonable term for this might be "settling-in services", and this expression is found, though it's much more common for individuals than companies. But "destination services" seems to fit the bill:
"Destination Services for Expats and Solutions for Doing Business in China.
Our business focus is simple. We offer a personalised service for business visitors, expatriates and new businesses that want to do business in, or with, China. "
http://www.china-expert.org/
"The Business Park is one of the most crucial elements of the £100m Lomondgate development, which is transforming redundant land including the former site of the J&B Bottling Plant, into a thriving community featuring more than 300 new homes, offices and destination services."
http://www.scottishproperty.co.uk/news/index.cfm?fuseaction=...
"ExpatWomen: You also offer your services as a Relocation Specialist. Do you think the real estate and the destination services industries are good options for expats looking to start new businesses abroad?
Macarena: It is my humble opinion that who better to help you than someone who has done it, who can advise on what to look out for, and who knows it from your perspective."

: Hi Charles: Even if I'm not a native English speaker, nor a Spanish one, I agree with your explanation. I'd suggest to add " implementing a range of services able to attract highly qualified foreign human capital". Happy New Year!

International Headhunting(and Investment) Services
The aviation analogy is purely figurative. If it were 'servicios de desterrizaje' it would probably mean 'braindrain' in this context.
But it is about international recruiting of personnel and capital investment.

: "international" doesn't appear in this part of the text and you haven't dealt with "aterrizaje" either figuratively or otherwise

Well, perhaps it's the landing of aircraft then

start-up enterprises
Strategies to attract international talent and highly qualified human resources in Barcelona also deserve special attention under the XXXX model, facilitating start-up enterprises to strengthen the position of Barcelona as a knowledge and innovation hub.
