We issued new methods that use culture-based approaches to detect enterococci and Escherichia coli (E. coli) in wastewater. Additional tests will also identify Salmonella and fecal coliform bacteria in sewage sludge.

Water Environment
I think this is the best term to explain it. I am not so sure about using "ambient" because that would be translated as "ambiental" in Spanish, while "ambiente" would be "environment." So, to me "Water Environment" would be the best term. Also, after reading the phrase, I am understanding that it is refering to the quality of the water in the general national environment, so I feel confident that "Water Environment" or even "Water in the Environment." That said, if this is referring to water above ground, then it would be "Surface Water" and if it is referring to water under the ground then it would be "Ground Water." I would need spescifications in order to tell you that for sure. Beyond that, my first suggestion would be what I feel is correct.
