"justificativo" means "que sirve para justificar algo Instrumentos justificativos, and "justificar", in this case, means not "justify" but "prove" or "certify" ("Probar algo con razones convincentes, testigos o documentos"; definitions from DRAE). So a "copia justificativa" is a copy of a document that serves to certify something. Often this term is found with a following clause, eg. "copia justificativa de haber hecho el ingreso correspondiente".
In English, the corresponding expression is "supporting copy", just as a "documento justificativo" is a supporting document.

That is to say that a "copia justificativa" is not necessarily a certified copy, though it may be. It could be just a plain photocopy.

Absolutely. I ddin't mean to say the text was well written, just that it's the sort of stuff you run into all the time in bureaucratic texts here. It's bad enough having to pick your brains to understand them in your native language, let alone for a foreign-language translator to render them into his/her own. :O) Unfortunately, this kind of wording isn't even limited to official texts. I can't even start to describe how difficult I found it to start studying in the Spanish education system as a teenager, despite being virtually 100% bilingual (and an excellent student) at the time! :O)
Perhaps a good example of how usage differs across Spanish-speaking countries. To me, it reads quite normally. The only bit I find a bit striking is 'incentivables', but then again, Spanish bureaucrats are prone to making words like these up.
