In Italian it's simpler = l'anno scorso.

agree kleiner Kater : Sí, se debe al referir al ANNO SCORSO. Pero la verdad es que suena rarísimo decir en español "AÑO PRÓXIMO PASADO". O eso me parece a mí.

por el mes de diciembre del año próximo pasado can neatly be translated simply as "last December" or "in December last"
