Las redes sociales en particular -Facebook y Twitter, fuertemente- se alzaron como herramientas de comunicación que facilitaban la difusión de información y el contacto entre las personas, a través de grupos y de hashtags (etuiquetas) alusivos a las catástrofes.

The punctuation above is exactly how it is in my text. The text is about the Haiti earthquake and other earthquakes and is talking about the importance of technology after an earthquake, e.g. to locate people, pass on information and so on.

I don't understand "fuertemente se alzaron" here.

"fuertemente" refers to the huge volume of traffic passing through Facebook and Twitter -- their volume being larger than that of other social networks; you could refer to this as "with a great surge" or similar.

"Fuertemente" and "se alzaron" don't go together. The original Spanish text is a bit redundant, but I'd say:

Social networks in particular —most notably Facebook and Twitter— emerged as communication tools...
