Both PAHO and the UN use "social actors" in their published docs. The UN's specifically indicates that the original language is English.

Purpose: To prevent and control malaria in risk areas, with an integrated approach and
the participation of all social actors.

[key] stakeholders

I was recently faced with this terminology repeated in an environmental impact document I was translating, which in part refered to World Bank policy. Sometimes "actores" in this context is "actors" but mnay times I found that when the authors of my text used "participacion de actores (afectados) they were using this to mean the stakeholders, key stakeholders. These types of documents frequently talk about "identification and involvement of key stakeholders."
