surface water run-off
Surface water and run-off are terms often used by drainage specialists - in the UK at least. Behandlung der Regenwasserabflüsse is I believe better rendered as "management (or treatment) of surface (or storm) water run-off". See the UK Environment Agency website. I don't think "drains" is correct in this context. A bachelor's degree would be more likely to cover surface water management - a continuing problem for motorway service area operators seeking to minimise pollution and flooding.
