English to Spanish: The EIB's Role In Public Private Partnerships
Source text - English 1.1 THE POLICY CONTEXT
The European Council in October 2003 invited the Commission and the EIB to explore how best to mobilise public and private sector financing support of the Growth Initiative and how to give further consideration to a number of initiatives which should assist in the development of PPPs. The Commission, with the support of the Bank, thereafter prepared a series of measures that were incorporated into the Growth Initiative that was endorsed by the European Council in Brussels in December 2003. The proposals focused on the creation of the right regulatory, financial and administrative conditions to boost private investment as well as the mobilisation of Community funding, allied with an invitation to Member States to continue refocusing public expenditure towards growth enhancing areas without increasing public budgets.
The EIB’s proposals to the Council focused on the provision of substantial additional resources both for TENs and i2i, the two key sectors covered by the Growth Initiative (see the note submitted to the Ecofin Council of 25 November 2003 – CA Document 03/515). Specifically, EIB undertook to use its best endeavours to expand the range of financial instruments used, including particularly financing for PPPs, in support of these two key sectors. Equally importantly, EIB undertook to develop its institutional links with the Commission; with Member States; with specialist financial institutions (including National PPP Task Forces) as well as with the banking and capital markets in support of increased private and public sector financing of these high priority sectors.
The EIB’s commitments made under the Growth Initiative were a natural evolution and step up of measures already taken by the Bank over the previous 10 years to encourage greater private sector financing of public infrastructure. This paper, therefore, provides an overview of the role being played by PPPs in Europe and the contribution of the EIB to the development of PPPs, both as a contribution to the achievement of economic objectives and as a financial instrument.

La conserjería europea invitó en, octubre de 2003, a la Comisión y el BEI a explorar la mejor forma de movilizar la financiación pública y privada para apoyar la Iniciativa de Crecimiento y como dar más consideración al número de iniciativas que deberían asistir en el desarrollo de Las PPP. La Comisión, con el apoyo del banco, preparó, posteriormente, una serie de medidas que ha sido incorporada en La Iniciativa del Crecimiento que fue endorsada por la Conserjería Europea en Bruselas en diciembre de 2003. Las propuestas fueron enfocadas en la creación de las condiciones aptas de regulación, financiación y administración para promocionar inversión privada, además de la movilización de los fondos comunitarios, aliado con una invitación a los Estados Miembros para continuar el reenfoque de los gastos públicos hacia las áreas de continuado crecimiento sin aumentar los presupuestos públicos.
Las propuestas de BEI a la conserjería se enfocaron en la provisión de recursos adicionales sustanciales para TENs e I2i, los dos sectores claves cubiertos por la Iniciativa del Crecimiento (ver nota entregada a la conserjería de Ecofin, el 25 de noviembre de 2003. – CA Documento 03/315). Específicamente, el BEI se encargó a usar sus mejores recursos para expandir la gama de instrumentos de financiación usados, incluyendo particularmente la financiación de Las PPP, en el apoyo de estos dos sectores claves. De la misma importancia, BEI se encargó a desarrollar los vínculos institucionales con la Comisión, con Estados Miembros, con instituciones financieras especializadas (incluyendo Fuerzas Operantes Nacionales de Las PPP) además de los mercados banqueros y capitales para apoyar un aumento de financiación publica y privada en estos sectores de alta prioridad.
Los compromisos del BEI hechos bajo la Iniciativa del Crecimiento fueron una evolución y una aceleración de las medidas ya tomadas por el banco en los últimos diez años para animar el aumento de la financiación por parte del sector privado en la infraestructura publica. Este documento, por lo tanto, proporciona una vista global del papel que tiene Las PPP en Europa y la contribución del BEI en el desarrollo de Las PPP, tanto como una contribución al logro de objetivos económicos tanto como un instrumento de financiación.

I have lived and worked in Seville for 15 years, undertaking various positions of responsibility (CV available) including director of Studies at two language academies and as a tutor and a writer in a renowned local private school.
As part of my work I have been in constant contact with the Spanish language which has allowed me to develop my own linguistic abilities and put them to use when asked to undertake various translating tasks. Recently I have been doing transaltions for a company in Madrid specialising in transport, though I have a wide range of experience in translating web sites, education projects such as a thesis on the Spanish Civil War and educational documents.
As part of my job at the primary school I was responsible for writing the materials that were used in the Social Studies classroom for 5th and 6th grade primary, not only translating the original Spanish text but making it more accessible to students with a surprisingly high level of English for the age.
I have also had experience of simultamenous translation at the local EADS CASA plant when a representative of a German company which made parts for aircraft came to explain to the Spanish workers how the new equipment worked.
