encoding problems: Russian + Spanish => character garbage

When I enter text in languages that use different code pages (Russian - Cyrillic - Windows 1251 and Spanish - Western - Windows 1252) some garbage appears on the page instead of extended characters. Is it a Unicode-mapping problem or anything else?
