Good afternoon,
This morning I received a message "via the ProZ.com Job Posting system", advertising an "English to German Translation" job:
we have a file of 1849 words to be translated into German and returned by monday next week if possible
can you take a look and let me know of this is okay and the cots involved

The outsourcer did not provide any contact details, nor was a real name provided. The message contains a link to the outsourcers "corporate profile", which leads you to an empty, non-member (and, of course, non-corporate) profile with a generic user name (something along the lines of "johndoe") created in October 2008, containing no contact details or other information.
Needless to say, I did not even respond to this.
Job posting rule 1.9 provides for certain minimum standards for jobs posted. What I would like to know is why these standards are apparently not applicable to Connect.

Agreed as far as the specific assignment is concerned. What I would appreciate, also in the interests of other members and site users, is an update on the minimum standards applicable to Connect postings. Thank you in advance.

The wording of the offer and the description are almost exactly the same as in the Connect offer I received last week (English to Finnish).
I was able to snoop around a bit when this person sent me an email about an hour later. The email address contained the name of an agency - which I looked up on the Blue Board. The rating was under three and the comments very discouraging, what you might expect for a two-something rating - about a dozen translators stood up on their payments. <... As originally conceived I thought the Connect system had promise; now is seems to have become a sewer of sorts in which effluent jobs are channeled that might otherwise be banned or ignored. These days I ignore any notices that are mailed to me by this system, and without the moderator oversight on the old system, I'm not sure what will become of it. I am not one to back the ludicrous demands for rate level requirements occasionally heard, but I do think that a system in which posting outsourcer... If rate restrictions are applied to that "premium" system (at or above the average for the pair) while leaving the other system open as a bargain basement free-for-all, I won't argue with that. I recently lost a client because he asked me to lower my rates for Greek-English and I said no. To be exact, he asked me to lower them by 0.10 USD/word. Yes, by ten cents. I couldn't believe my eyes. Since then I've seen several ads of his here on ProZ, for the same language pair. Today he posted one such "offer" as a premium job. And I'm asking myself, what exactly is "premium" about it?
