Where is the "applications" heading under the Blue Board?

One of the things I do when things get slow is go to the "Applications" section under "Blue Board" under the "Directories" heading. This is, or was, a list of agencies seeking applications. Today being one of the days, I clicked over, but couldn't find the "Applications" heading. Does anybody have a clue on this?
