I have turned down jobs due to tight deadlines telling the client that it was not posssible for me to deliver a proper job - according to my standards - on that certain date, but thanks for asking.
The client thanked me for being honest on it and promised to be back in the future. The client said that some translators take a job no matter how, but eventually they don`t deliver on time resulting in all kinds of problems for the outsourcer.

.. (from my experience). They might show up in a year or two (again, from my experience). I don't think they just remove you from their vendor list after you declined one job.

When I told clients that I couldn't accept a job they were - based on my experience - usually very understanding. And most of them did call on my services again.
After all, it's in the client's best interest to receive the product not only in a timely manner but, perhaps even more so, accurately executed.

don't like the idea that you work for other people as well (odd) and want you to be available all the time.
others are very understanding.
unfortunately, saying no is worse if it is the first job they are offering you.
I noticed with certain agencies, declining a job does not mean they won't send you more, but it certainly makes it slow down a lot.

Does it really matter?

There are thousands of clients out there. What does it matter if one doesn't come back?
I do go the extra mile for clients who treat me like a human being, and will accept work from them whenever possible. However, I have to refuse them at times as well. My good clients understand that this is integral to dealing with freelancers. They thank me for letting them know that I am unavailable and are usually back with more job offers the following week.
